Probably not common, no, but it can happen. They could be away on holiday or otherwise not dropping by the site. Also, right now all waiting room games have a 90-day timeout (this is on the list to fix), which means they tend to appear at the bottom of someone's list of games. So if someone's pretty busy and just dropping by making a move or two, they probably won't make it all the way down to their waiting room games.

I have had alot of people join 10-20 games before and never play. And I've joined games where the player never moves. All you can do is look at their profile before joining to see when the last time they were on :)
