Nope, its designed to be that way, cause sometimes, you have to use the other dice to make ANY move at all...and IF there is ANY move possible, you have to take it

Nope, and nope. :-) You can use them in any order you like, it's totally up to you -- provided you keep to the rules of Backgammon, of course. Sometimes those rules force you to use the dice in a particular order.
For example, suppose you've rolled a 63, and if you use the 6, you can't then use the 3 (you're blocked or whatever), but if you use the 3, then you can also use the 6. The rules of BG require you to use the 3 first so you can use the 6, because if you can use both dice, you're required to.
Similarly, imagine you've rolled a 54 and you can use the 5 but then can't use the 4, or you can use the 4 but then can't use the 5. The rules of Backgammon kick in here, too: You have to use the 5, not the 4. If you can't use both dice, but can use either, you have to use the higher of the two.
But other than that, it's up to you.
