Thanks for your input on this. The consensus was clearly that it's time to turn timeouts back on, and I've done some digging, and as of right now, there are only a few players who haven't been seen since the 1st who will time out, and if you look only at the ones whose profiles suggest they could have been affected by Sandy, only one stopped coming by at about that time -- the others (and there are only a couple) stopped at least a couple of weeks before Sandy hit. And that one player has no tourney games (and only two games in total). If they come back and those games have timed out, I can make them un-rated.
We'll turn timeouts back on Saturday morning at about 8:00 a.m. UK time.
