According to American Checker Federation, the game is over when you “capture or confine your opponents pieces”.

ACF Checkers Rules:

Recently I’ve been in several situations where my opponents could make no moves whatsoever, yet had one or more pieces left on the board. Most people have enough common sense to resign the game when in no position to win or draw. However some players choose to let the game go on while not being able to make a move. I think this needs to be addressed from administrative respect.

Yes, and you're right that right now the game code has a bug in it that it doesn't detect the "confined" situation and automatically end the game; the other player should resign. This is a bug and it's on our list to be fixed.

I'm sorry to hear about that. I hope that at least in some cases it's ignorance, but unfortunately it does happen that people will refuse to hit that Resign button when they've lost the game.

In a particularly bad situation, please let Jock or I know about it via private email or message, telling us what game is involved, and we'll take appropriate action.
