The convention in checkers (a rule in many tournaments) is that if a player hasn't increased their advantage within 50 moves, the game is a draw. So if Mahmoud is playing Jerry and Jerry has two checkers left and Mahmoud only has one but Jerry hasn't been able to corner him, and Mahmoud offers a draw but Jerry refuses, unless Jerry can point to his advantage having increased within the next 50 moves, the game is a draw.
Naturally, the House Rules come into effect here as well: Play nice.
